According to police, the pedestrian, 35-year-old Laurence Renard, was attempting to cross First Avenue just outside of her building when a garbage truck turned onto First Avenue from 90th Street at what witnesses described as a high rate of speed. The driver, 23-year-old Diego Tapia-Ulloa of Newark called 911 afterward, but he was subsequently arrested for not having a valid license.
